Milner hand play you hand over near his own goal line?

In stoppage time of the first half of the derby Liverpool-Manchester City guests had claims for a penalty
that Chief Judge Martin Atkinson passed.  
 
Sergio Aguero managed to put his head after a corner and directed his shot to the right post where Milner put your body and blocks. His hands, however, were fairly close to the ball and it was not clear whether he helped illegal.
